MINUTES OF THE MAY 2022 EXTRAORDINARY

ANNUAL GENERAL MEETING OF THE

DRIGG AND CARLETON PARISH COUNCIL

Held in Drigg Village Hall on 24th May 2022 at 6.45 pm

  • Apologies for absence: none given
  • Election of a Chair for the Parish Council for 2022/23
    1. JJ duly elected: proposed by SB, seconded by KM, all in favour
  • Declaration of Acceptance of Office of Chair
    1. Declaration duly signed by JJ, witnessed by the Clerk
  • Election of a Vice-Chair for the Parish Council for 2022/23
    1. AP duly elected: proposed by SB, seconded by KM, all in favour
  • Co-option of a new Parish Councillor
    1. KH duly co-opted as a Parish Councillor, proposed by AP, seconded by KM, all in favour

 

Action Point AGM/1: Clerk to email Declaration of Pecuniary Interests form to KH for completion

 

  • Appointment of representatives for outside bodies
    1. Cumbria Association of Local Councils (CALC): AP duly appointed
    2. Low Level Waste Site Stakeholder Group (LLWSSG): AP, JJ and KH duly appointed
    3. West Cumbria Site Stakeholder Group (WCSSG): AP duly appointed, though any Parish Councillor is entitled to attend
    4. Village Hall Committee: all Parish Councillors
    5. Project Committee: all Parish Councillors
    6. D&C Parish Council – LLWR/NWS Co-ordination Committee: JJ, AP and SB
  • To consider grants and donations normally paid annually
    1. None raised
  • To consider payment of any subscriptions or fees falling due to be paid annually
    1. Parish Council insurance: payment approved
    2. CALC membership: payment approved
    3. Laptop software (MicroSoft Office and McAfee anti-virus software): payment approved
  • To inspect the Standing Orders of the Parish Council
    1. Standing Orders: last updated 10 years ago; review to be added to the June agenda
    2. Review: Clerk to circulate current Standing Orders and NALC Model Standing Orders to all Parish Councillors to consider for the June review
    3. Declaration of Pecuniary Interests
      1. Review: Parish Councillors requested to review their pecuniary interests and consider whether their previous declarations are due for an update

 

Action Point AGM/2: KH to review Standing Orders against Model Standing Orders and report back

Action Point AGM/3: Clerk to email Declaration of Pecuniary Interests form to all Parish Councillors

 

  • To inspect deeds and investments in the custody of the Parish Council
    1. Deeds to the Village Hall: deeds duly inspected
  • Matters to be considered at the next meeting
    1. Standing Orders: review and report by KH
    2. Interests: DPI forms to be returned if appropriate
    3. Deeds to Village Hall: query whether Land Registry search should be actioned
  • Next meeting: 14th June 2022 at 7.30 pm in Drigg Village Hall
