MINUTES OF THE APRIL 2022 ORDINARY MEETING OF THE
DRIGG AND CARLETON PARISH COUNCIL
Held in Drigg Village Hall on 12th April 2022 at 7 pm

1. Minutes of the Ordinary Meeting held on 8th March 2022
1. There were no amendments to the minutes of 8th March 2022
2. Resolution to approve and signature of Minutes
1. Proposed by KM and seconded by JW that the minutes of the meeting of 8th March
2022 were a true and accurate record; agreed unanimously by the Parish Councillors
and subsequently signed by the Chair as such

4. Financial Matters
1. Finance Report: the RFO presented an updated financial statement with a total of
£5058.57
2. Temporary Clerk: the Temporary Clerk needs to register for PAYE as an employee
3. Payments:
i. Zurich Insurance: payment of £1,497.61 incl tax approved
ii. McAfee software: payment of £119.99 already approved in principle by
email and confirmed
iii. CALC subscription: payment of £174.26 requested
Action 4/1: The RFO to register the Clerk for PAYE on receipt of relevant details
Action 4/2: Clerk to confirm renewal with CALC and request an invoice
5. Actions and Matters Arising from previous Council meetings
1. All Actions from previous meetings completed and closed
6. Reports from County and District Councillors
1. County: Paul Turner sent a report on SIDs. Holmrook continues to be on the camera
van location list and Police attendance from Cumbria/Sellafield team. No
justification to spend £140K on fixed cameras. No funding available for portable /
temporary SIDs.
2. Copeland: in purdah; nothing to report

8. Main Business
1. Highways: pot hole reported on Old Shore Road; system for reporting problems with
road maintenance is to contact CCC Highways via their website as highlighted on
Drigg and Carleton PC website: https://drigg.org.uk/notices/new-highwaysreporting-process-please-read-for-direction-on-the-new-process/
Action 4/3: JW to list all potholes in the parish
Action 4/4: Clerk to email parishioner to suggest contacting CCC Highways via their
website or on 0300 303 2992
2. Community Led Plan: improvements to Drigg Village Hall will be funded by an
application to the Drigg Charity Fund and / or the GDF Partnership Fund and include:
i. Stairs
ii. Painting the hall
iii. Storage cupboards
iv. Upgrading the IT system
3. Any Other Parish Matter
i. Email: it was resolved that when matters need to be approved between
meetings, they will be proposed by the clerk by email to all Parish
Councilor’s. The clerk will then record any approvals and the decision shall
be ratified at the next Parish Council meeting
9. Communications from NALC / CALC by email
1. Relevance: the clerk will reduce the number of NALC emails forwarded to only those
of great importance (sent immediately) and summarise others (once a month)
2. Relevance: ditto CALC
3. PROW: public rights of way a CCC matter and not in the remit of the Parish Council,
but if the CCC are willing to act, the parishioner might apply to the Drigg Charity for
funding
4. Sellafield parking space: no space is available in the parish. The PC suggests that the
existing site at Greengarth would be the most appropriate site to use

Action 4/6: Clerk to email Sellafield’s agents to suggest Greengarth
10. Planning Applications
1. CBC Local Plan 2021-2038: the Gypsy and Traveller Site Allocation does not impact
on Drigg and Carleton Parish and it was resolved no response is required.
2. CBC App 4/21/2534/0O1 Bowrie Fauld, Smithy Banks: it was resolved to object to
this development on the same grounds as before.
Action 4/7: Clerk to submit drafted objection before the 13th April 2022 deadline
11. CALC
1. Changes in Death Registration process: noted
2. Free Q&A forum on Jubilee events insurance: may be flagged up to Fiona Roberts
3. NALC Letter to Smaller Councils: noted, with no response at this time
4. Local Government Reorganisation: email circulated
5. Borderlands Newsletter: available for circulation; some funds went to Egremont

12. Reports from Representatives
1. GDF Community Partnership: seek to expand membership of panel to include those
involved in Agriculture and Farming, Youth, Tourism. Funding for Seascale bike track
means the Drigg Charity need not support that project. GDF have 35 applications in
the pipeline. Drop in sessions with specialist geologists planned in May.
2. LLWR/NWS Liaison: still discussing near surface storage and applying for Vaults 10
and 11 sooner than anticipated. They need planning permission for intermediate
and near surface waste disposal.
i. Office: no further mention of the new building; PC resolved that if the
contractors don’t need to be onsite, they don’t need to be in Drigg village.
ii. Joint meeting: Seascale don’t want any further near surface waste disposal
either
